U.S. general. Born in Lewisburg, Pa., he attended West Point. After serving in the Spanish-Amer. War, he became the first commandant of the Army War College (1903-5) and later served in the Philippines (1905-9). As army chief of staff in 1917, he upgraded the army to battle-readiness for World War I and resisted attempts to divide the U.S. force among the various Allied commands. He was a delegate to the Paris Peace Conference and an ardent supporter of U.S. participation in the League of Nations.
